BEIJING -- A draft law on deed tax was submitted Saturday to the 21st session of the National People's Congress Standing Committee for a second reading.
The draft law aims to exempt legal heirs from deed tax on the ownership of land and houses they inherited.
Meanwhile, deed tax shall not be levied if the ownership of land and houses is changed between husband and wife during their marriage, according to the draft law.
The top legislature started its 21st session Saturday to review multiple draft laws and law revisions.
