A team led by Zhang Chunxian, vice-chairman of the Standing Committee of the National People's Congress (NPC), visited North China's Hebei province from Aug 16 to 20, to learn about efforts in implementing the country's strategy of actively coping with an aging population and promoting the high-quality development of elderly care programs.
The team held a symposium in Handan to hear the province's report on its progress and suggestions on the endeavor, before visiting Baoding and Xiong’an New Area. The team conducted in-depth survey of nursing homes, medical and healthcare centers, grassroots-level institutions offering elderly care services, residential communities, and enterprises to get a full picture of the province's aging population, social security system, its supply of elderly care services, protection of elderly people's interests, and the development of its silver economy.

During the visit, Zhang fully recognized Hebei's achievements in several aspects, including community-based elderly care services and the integration of medical treatment and healthcare.
Noting that China will become a moderately aging society during the 14th Five-Year Plan (2021-25) period, Zhang said that it is important to enhance the legal system to cope with the aging population, take timely, science-based and comprehensive measures, and boost the development of the elderly care service industry.
He also called for adhering to a people-oriented approach, actively solving the problem of caregiver shortage, and piloting a long-term care insurance program amid efforts to translate the country's strategy into a reality.
