Senior legislator leads inspection on employment in Yunnan

Efforts should be made to better study and implement the guiding principles of the 20th National Congress of the Communist Party of China (CPC), act on pro-employment policies, provide stronger legal guarantees to high-quality and full employment, and further enhance the wellbeing of the people.

Zhang Chunxian, vice-chairman of the Standing Committee of the National People's Congress (NPC), made the remarks during a thematic inspection on employment in Southwest China's Yunnan province from Nov 19 to 22, 2022.

The inspection team, led by Zhang, visited industrial parks, training centers, enterprises, residential communities and villages in the cities of Kunming, Chuxiong and Dali, where he talked with local officials, business executives and employees on a wide range of topics, such as the implementation of employment policies, assistance to key groups in their entrepreneurship and employment, technical training, labor transfer, industrial development, and rural vitalization.

Zhang commended the work and achievements made by Yunnan in the promotion of employment. He said that the report to the 20th CPC National Congress has made new pro-employment arrangements on all fronts, which is a manifestation of the people-centered development philosophy and provides guidance for  work on employment.

Noting that employment is closely related to economic development, social stability and the people's livelihoods, Zhang said that it is imperative to promote and stabilize employment.

He urged for endeavors to take urban and rural differences into account in the formulation of relevant policies, improve supporting systems to get key groups employed, give full play to leading enterprises in creating employment opportunities, strengthen regional collaboration on employment and facilitate the flow of the labor force.

He also stressed the importance of shoring up lifetime vocational training systems, creating more jobs by encouraging business startups, and supporting and regulating the healthy development of new forms of employment.

Utmost efforts should be made to ensure the implementation of relevant laws and regulations, and to optimize the law-based environment to expand and stabilize employment, he said.

Wang Ning, secretary of the CPC Yunnan Provincial Committee and chairman of the Standing Committee of the Yunnan Provincial People's Congress, briefed the team about the province's economic and social development, as well as its efforts to stabilize employment.

He said that the province will carry out a pro-employment development strategy, ensure the employment of key groups and rural laborers, accelerate the establishment of a vocational training system and increase job opportunities by encouraging business startups, so as to improve people's livelihoods.
