The Standing Committee of the 14th National People's Congress (NPC) has kicked off legislative planning work based on the public opinion solicitation, according to the Legislative Affairs Commission of the NPC Standing Committee.
The 20th National Congress of the Communist Party of China (CPC) has made comprehensive arrangements for the improvement of the socialist legal system with Chinese characteristics with the Constitution at its core. Therefore, it is an important task for the NPC Standing Committee to formulate legislative plans in the implementation of the guiding principles of the 20th CPC National Congress.
Yang Heqing, director of the legislative planning office under the Legislative Affairs Commission, said that the legislative plans will closely follow the strategic decisions made by the 20th CPC National Congress on the building of a modern socialist country in all respects, further meet public aspiration for a better life and the rule of law, enable relevant legislative work to be more systematic, holistic, coordinated and responsive and step up legislation in key, emerging and foreign-related fields.
Targeting overall arrangements of legislative work in the upcoming five years, the plans aim to improve the socialist legal system with Chinese characteristics with the Constitution at its core, and provide legal guarantees to the building of a modern socialist country in all respects and the realization of the great rejuvenation of the Chinese nation on all fronts, he added.
The 130th meeting of the Council of the Chairpersons of the 13th NPC Standing Committee in principal adopted a scheduled legislative plan for 2023 on Dec 9, 2022. The plan put forward 35 bills for deliberation throughout the year, with purposes of upholding and improving the people's congress system, building a high-level socialist market economy, carrying forward the national strategy of invigorating China through science and education, building the country into a socialist country with strong culture, guaranteeing and improving people's livelihoods, promoting green development, and improving social governance as well as law-based national security mechanisms.
Yang said that the NPC Standing Committee will make further revisions to the legislative plans in accordance with the guidance of the first session of the 14th NPC and release them after the approval by the Council of the Chairpersons of the 14th NPC Standing Committee.
