An NPC deputy has suggested nationwide implementation of the allopatry jurisdiction system for administrative cases to break with intervention by local administrative organs, strengthen supervision of administrative actions and fully protect the legal rights and interests of administrative counterparts.

At a seminar on the amended draft of the Administrative Procedural Law on May 17, Yan Jianguo, a deputy to the National People's Congress (NPC) and director of the Central Legal Committee of Jiusan Society, proposed vigorous promotion of the allopatry jurisdiction system for administrative cases, in a bid to maintain judicial fairness and enhance judicial credibility.

Yan called for efforts to further implement the system of people who are held chiefly responsible for administrative organs to respond to lawsuits as a step to urge government departments to use their administrative power prudently and truly enforce laws for the people.

Yan recommended to fully utilize the supervisory role of administrative reconsideration and take effective measures to make trials of administrative reconsideration cases more scientific, more accurate and more legitimate to promote the construction of governments ruled by law.

The NPC deputy proposed that administrative adjudications should be made good use of to assist governments in creating a sound business environment and ensure the country's economy develop with greater security and efficiency.

Yan also suggested strengthening public awareness of the Administrative Procedural Law, better implement the online disclosure system of administrative reconsideration decisions, administrative litigation judgments and rulings, and accept supervision from all sectors of the society.
