Cai Dafeng, vice-chairman of the National People's Congress (NPC) Standing Committee, led a team to Central China's Anhui province on July 3 to inspect the enforcement of the Law on Progress of Science and Technology.

At a symposium held in Hefei, capital city of Anhui, Cai heard a report by the provincial government on the implementation of the law, noting that Anhui has achieved continuous progress in promoting scientific and technological innovation, and building itself into a leading province in this regard.

Stressing that the report to the 20th National Congress of the Communist Party of China has set the overall goals of joining the ranks of the most innovative countries with self-reliance and strength in science and technology, Cai said that sci-tech innovation should be oriented to international sci-tech frontiers, economic growth, major national needs and people's lives and health, and that new growth points should be developed to drive the country’s overall economic and social development.

He called on the inspection team to put forward suggestions to tackle problems encountered in the implementation of the law, and urged local governments and institutions to fully leverage the advantages of the country's new system for mobilizing resources nationwide for important events or projects.

He underscored that the NPC team should fully play its supervisory role to gain practical results from the inspection. Inspectors should also have an accurate understanding of the law and relevant legal provisions, as well as the goals and tasks of scientific and technological work in the new era and the responsibilities of law enforcement, in a bid to spot typical problems in the implementation of the law, find effective solutions and improve related mechanisms, he added.
