Ma Jinlian, a deputy to the 14th National People's Congress, the top legislature, aims to create more jobs for fellow villagers, especially women, in her native Lvliang city, North China's Shanxi province.
In an interview with China Daily website ahead of the International Women's Day, Ma said talent can only be attracted back to hometown villages if there are jobs.
It's not just those who have higher education that can be considered talent, she said.
People willing to work for their hometown are also talented, Ma added.
