Xiao Jie, vice-chairman of the Standing Committee of the National People's Congress, led a team to Southwest China's Guizhou province from April 16 to 19, during which they inspected budget execution and local government debt management and oversight.
The team traveled to Guiyang, the provincial capital, and Qiannan Bouyei and Miao autonomous prefecture, where they held symposiums to hear reports and suggestions from provincial, municipal and county authorities, and conducted field research on government bond-funded projects and townships.
Xiao fully affirmed the achievements Guizhou has made in budget execution and government debt management and oversight. He emphasized the need to strengthen the review and oversight of budget by the people's congresses in accordance with law, regulate budgetary revenue and expenditure, and improve the performance of fiscal fund utilization.
He also called for further efforts to establish a sound reporting system for local government debt management, utilize various statutory oversight methods, fully leverage the roles of local people's congresses and their deputies to enhance the effectiveness of local government debt oversight, and to promote the establishment of a local government debt management mechanism that aligns with the high-quality development.
