China has institutionalized a system for recording and reviewing normative documents that clarifies the responsibilities and coordinates functions of Party committees, legislative bodies, government departments, disciplinary and supervisory authorities as well as courts and procuratorates, according to the Legislative Affairs Commission of the National People's Congress (NPC) Standing Committee.
The recording and review of normative document is a constitutional supervision system with Chinese characteristics to ensure the implementation of the Constitution and laws and safeguard the unity of the national legal system.
Specifically, the NPC Standing Committee is responsible for recording and reviewing administrative regulations, supervisory regulations, local regulations and judicial interpretations.
Standing committees of local people's congresses are responsible for recording and review of local government regulations, resolutions and decisions of lower-level people's congresses, as well as normative documents formulated by governments, supervisory departments, courts and procuratorates at the same level.
Yan Dongfeng, director of the Regulation Recording and Review Office under the Legislative Affairs Commission of the NPC Standing Committee, said that further efforts will be made to enhance communication and collaboration with relevant institutions responsible for the recording and review of normative documents.
They will work together to strengthen research on recording and review standards and procedures, explore mechanisms for transfer reviews and joint reviews and to improve the overall recording and review linkage mechanism, so as to boost the overall effectiveness of work in this field and jointly uphold the authority of the Constitution and laws and the unity of the national legal system.
