The Standing Committee of the National People's Congress (NPC) began reading a motion on abolition of the reeducation through labor system (laojiao) on Monday.
A draft amendment to the Administrative Procedure Law, submitted to the top legislature for a first reading on Monday, should make it easier for citizens to take the government to court.
Lawmakers will deliberate a motion on abolishing "laojiao," or reeducation through labor, at a bi-monthly session next week.
