China adopts law on awarding state medals, titles of honor

BEIJING -- The top legislature on Sunday passed a legislation to introduce national medals and honorary titles for both citizens and foreigners.

The law was adopted at a week-long bimonthly session of the National People's Congress (NPC) Standing Committee, which opened on Monday.

According to the law, Medals of the Republic will be given to honor those with "great contributions and distinguished service in the country's socialist construction with Chinese characteristics and defense of the nation."

Friendship medals will be presented to foreigners who have made outstanding contributions to China's socialist modernization drive, promoted exchange and cooperation between China and the world, and helped maintain world peace.

The national medals will be awarded by the Chinese president following the approval by the NPC Standing Committee.

The legislation also entitles the president to give friendship medals to prominent foreign politicians and international friends during state affairs without a decision from the top legislature.

National titles of honor will be awarded for prominent figures who have made great contributions and earned reputations in fields such as economy, education, science, culture and sports.

The medals and titles of honor are the highest state honors, the law stipulates, adding ceremonies will be held on important occasions and anniversaries such as the National Day to present the honors.

The legislation also stipulates that a record book will be kept to remember the recipients and their deeds.

Though they are lifelong honors, the law adds that the medals and titles will be revoked if the recipients are found to be guilty of committing crimes or breaking law and discipline.

National medals and titles of honor are important for nurturing socialist core values and strengthening the cause of socialism with Chinese characteristics, according to Qiao Xiaoyang, chairman of the Law Committee of the NPC.
