Top legislature mulls clarifying supervisory commission's power to formulate supervisory regulations

BEIJING -- The Standing Committee of the National People's Congress (NPC), the top legislature, is considering clarifying the National Supervisory Commission's (NSC) power to formulate supervisory regulations.

Formulating supervisory regulations is necessary for the NSC to perform its functions as stipulated in the Constitution and the laws, said Shen Chunyao, director of the legislative affairs commission of the NPC Standing Committee, while making an explanation of a draft decision submitted to the ongoing bimonthly session of the NPC Standing Committee.

In order to ensure the full implementation of the supervision law, it is necessary for the NSC to formulate specific regulations concerning the supervision law, Shen added.

According to the draft decision, supervisory regulations shall be decided by the plenary session of the NSC and promulgated by the commission in public announcements.

The supervisory regulations shall be reported to the NPC Standing Committee for the record within 30 days after their promulgation, the draft decision said.
