Decision of the Standing Committee of the National People's Congress to Authorize Shanghai Municipal People's Congress and its Standing Committee to Formulate Regulations of Pudong New Area

The Standing Committee of the Thirteenth National People's Congress, at its 29th Meeting has deliberated the State Council's proposal on the Draft Decision to Authorize Shanghai Municipal People's Congress and its Standing Committee to Formulate Regulations of Pudong New Area. To develop a sound legal system that is suitable to support Pudong New Area in actively carrying out reform by daring to try and break new paths, to facilitate high-level reform and opening up of the Area, to make the Area a model that leads the modernization of socialism, the Standing Committee of the Thirteenth National People's Congress has decided at its 29th Meeting:

1. The Standing Committee of the National People's Congress authorizes the Shanghai Municipal People's Congress and its Standing Committee to formulate regulations of Pudong New Area based on the needs of reform and innovation practice in the Area and according to the Constitution and the basic principles of laws and administrative regulations, and to implement these regulations;

2. The regulations of Pudong New Area formulated according to this Decision shall be submitted respectively to the Standing Committee of the National People's Congress and the State Council for record according to relevant provisions of the Legislation Law of the People's Republic of China. When a regulation of the Area is submitted for record, explanations on the adjustment of laws, administrative regulations and ministerial rules, if any, shall be made.

3. This Decision shall come into force on the date of promulgation.
