A modern agricultural operation system that involves the development of small household farmers is taking shape in China, according to a report presented by the State Council to the Standing Committee of the National People's Congress (NPC) for deliberation on Dec 21, 2021.

The report said in recent years government departments have conscientiously implemented the decisions and arrangements of the Communist Party of China Central Committee and the State Council in this initiative with strengthened policy support and clear division of responsibilities.

Through the outreach efforts of agribusiness operators, professional services, and policy support, small household farmers have been included in modern agricultural development gradually, according to the report.

This initiative, which encourages small household farmers to become involved in modern agriculture, is an important part of deepening rural reform, as well as an inevitable requirement to push forward rural vitalization and accelerate the modernization of agriculture and rural areas.

With the supervision and support of the NPC and the NPC Standing Committee, more efforts will be made to improve the modern agricultural operation system, enhance professional services, and strengthen policy support, infrastructure, and institutional systems.
