An online budget supervision system has been established in China, which covers people's congresses at 31 provincial-level regions, as well as 90 percent of those at prefecture level and 80 percent at county level, according to a recent video meeting on the construction and use of the system, held in Beijing by the National People's Congress (NPC).
The first phase of the NPC online budget supervision system was completed and put into operation in December 2017. In June 2022, the second phase opened to NPC deputies.
Developed from scratch, the NPC online budget supervision system now works across multiple scenarios, providing rich information and strong technical support in boosting budget reviews and supervision, overseeing State-owned assets management, and enhancing the pertinence, depth and effectiveness of government debt reviews and supervision, which enables NPC deputies to better perform their duties according to the law.
The online system has improved the quality and effect of budget reviews and supervision and promoted scientific government budget management and regulated budget execution, according to the meeting.
NPC deputies can check information on relevant government budgets as well as budget reviews and supervision whenever they want through a mobile app. Thanks to the system, which is linked with the platforms of Smart People's Congress and Digital People's Congress, as well as local legislative outreach offices, deputies can inquire about budget information, conduct online budget reviews and budget execution supervision, and put forward suggestions at any time.
Shi Yaobin, director of the Budget Affairs Commission of the NPC Standing Committee, said that the NPC will further promote the upgrading and application of the online budget supervision system and ensure its safe operation to provide more powerful support and services to the NPC in conducting budget reviews and supervision, overseeing State-owned assets management and in the fiscal and tax legislation in the new era.
