Measures of the First Session of the Fourteenth National People's Congress for Voting for the Chairpersons, Vice-Chairpersons and Members of the Special Committees Under the Fourteenth National People's Congress

 (Adopted at the First Session of the Fourteenth National People's Congress on March 5, 2023)

Pursuant to the provisions of the Constitution of the People's Republic of China and of the relevant laws, the Measures of the First Session of the Fourteenth National People's Congress for Voting for the Chairpersons, Vice-Chairpersons and Members of the Special Committees Under the Fourteenth National People's Congress are hereby formulated.

1. The special committees of the Fourteenth National People's Congress shall each be composed of a Chairperson and a number of Vice-Chairpersons and members. The choices for the component members of the special committees shall be nominated respectively from among the deputies by the Presidium and, after deliberation by the delegations, be submitted to the plenary meeting for voting.

2. At the plenary meetings, the namelists of the candidates for the Chairpersons, Vice-Chairpersons and members of the special committees shall be put to the vote, one namelist of all the candidates for each committee at a time, by secret ballot through pressing the button of the voting machine. During the vote, a deputy may vote for or vote against a candidate or abstain from voting, as he wishes. If the voting system breaks down in the course of operation, the vote shall be conducted by a show of hands instead.

The Chairperson, Vice-Chairpersons and members of a special committee shall be elected by a simple majority of all the deputies.

After the election is concluded, the Executive Chairperson of the session shall announce the result.

3. The vote shall be conducted at two plenary meetings:

At the first plenary meeting to be held on March 5, a vote shall be conducted for the election of the Chairperson, Vice-Chairpersons and members of the Constitution and Law Committee and of the Financial and Economic Affairs Committee of the Fourteenth National People's Congress.

At the 5th plenary meeting to be held on March 12, a vote shall be conducted for the election of the Chairperson, Vice-Chairpersons and members of the Ethnic Affairs Committee, the Supervisory and Judicial Affairs Committee, the Education, Science, Culture and Public Health Committee, the Foreign Affairs Committee, the Overseas Chinese Affairs Committee, the Environmental Protection and Resources Conservation Committee and the Agriculture and Rural Affairs Committee, and the Social Development Affairs Committee of the Fourteenth National People's Congress.

4. These Measures shall come into force after being adopted at the plenary meeting of the First Session of the Fourteenth National People's Congress.
