The Standing Committee of the National People's Congress conducted a six-day research in South China's Hainan province from Mar 30 to Apr 4, to look into the law enforcement inspection of the implementation of the Seed Law.
The NPC research group visited a number of projects including the National Hybrid Rice Comprehensive Experimental Base in Sanya, Hainan, China Rice Research Institute Hainan Experimental Center, China National Seed Group's seed breeding base in Hainan, Maona village of Wuzhishan city, Hainan Tropical Rainforest National Park, Hainan Fuyou Modern Seed Industry Park and Hainan Tropical Botanical Garden. The group also conducted research in companies such as Hainan Nongle Nanfan Technology Co Ltd, Hainan Oulande Agricultural High-Tech Development Co Ltd and Hainan Golden Palm Ecological Technology Development Co Ltd.
The researchers attended seminars to listen to reports on the implementation of the Seed Law in Hainan.
Wu Weihua, vice-chairman of the NPC Standing Committee and the leader of the research group, fully affirmed the effectiveness of the seed law implementation in Hainan. He said new progress has been made in bolstering a good local atmosphere for the development of the seed industry in accordance with the law.
Wu noted that the CPC Central Committee attaches great importance to the seed industry.
Wu stressed that it is necessary to further enhance the sense of responsibility and mission in implementing the Seed Law, and upgrade the ability and level of using legal frameworks and methods to boost high-quality development of a modern seed industry.
The NPC vice-chairman said that enhancing independent scientific and technological innovation strength must be put at the top agenda of the vitalization of the country's seed industry and the Seed Law should be fully implemented to ensure new and greater contributions in vitalizing the seed industry and building a thriving agriculture in China.
