For purposes of promoting the development of the Guangdong-Hong Kong-Macao Greater Bay Area (GHM-GBA), better leveraging the professional skills of the legal practitioners of Hong Kong and the practicing lawyers of Macao, further promoting the pilot program in nine mainland cities in the Guangdong-Hong Kong-Macao Greater Bay Area allowing Hong Kong legal practitioners and Macao practicing lawyers to acquire legal practice qualifications in the mainland and engage in the business of lawyers, and summarizing the experience of the pilot program, the Standing Committee of the Fourteenth National People's Congress, at its 5th meeting, makes the following decision: in terms of the authorization for the State Council to carry out the the pilot program in nine mainland cities in the Guangdong-Hong Kong-Macao Greater Bay Area allowing Hong Kong legal practitioners and Macao practicing lawyers to acquire legal practice qualifications in the mainland and engage in the business of lawyers, which was decided by the Standing Committee of the Thirteenth National People's Congress at its 21st Meeting on August 11, 2020, a three-year extension shall be granted, which terminates on October 4, 2026. At the expiry of the extension, the State Council shall report to the Standing Committee of the National People's Congress on the implementation of the pilot program. Where certain pilot measures prove to be feasible in practice, the relevant laws shall be amended and improved accordingly.

This Decision shall go into effect on the date of promulgation.
