Decision of the Standing Committee of the National People’s Congress on Authorizing the Macao Special Administrative Region to Exercise Jurisdiction Over Relevant Land and Sea Areas Southeast of the Gongbei Port in Zhuhai City, Guangdong Province

At its 7th Meeting, the Standing Committee of the Fourteenth National People's Congress deliberated on the proposal for deliberation submitted by the State Council on the authorization of the Macao Special Administrative Region to exercise jurisdiction over relevant land and sea areas southeast of the Gongbei Port in Zhuhai City, Guangdong Province.

The meeting held that authorizing the Macao Special Administrative Region to exercise jurisdiction over the said land and sea areas for the construction of the Macao Light Rapid Transit's East Line project will better unlock the project's socioeconomic benefits, strengthen infrastructure connectivity between Macao and the mainland, and facilitate Macao's deeper integration into the overall national development. In view of the above, the Standing Committee of the National People's Congress hereby decides as follows:

1. The Macao Special Administrative Region is authorized to exercise jurisdiction, in accordance with laws of the Macao Special Administrative Region, over relevant land and sea areas southeast of the Gongbei Port in Zhuhai City, Guangdong Province, from the date of transfer of jurisdiction approved by the State Council in accordance with the second clause of this Decision and within the period specified in the third clause.

2. The land and sea areas authorized for the Macao Special Administrative Region to exercise jurisdiction are located north of the intersection of Portas do Cerco and Avenida Norte do Hipódromo in the Macao Special Administrative Region; south of the Gongbei Tunnel in Zhuhai City, Guangdong Province; east of Posto Fronteiriço das Portas do Cerco in the Macao Special Administrative Region; and west of the maritime boundary between Zhuhai City, Guangdong Province, and the Macao Special Administrative Region. The specific date for transfer of jurisdiction, coordinates, and area shall be determined by the State Council. The designated use of the aforementioned areas shall not be altered within the period specified in the third clause.

3. The Government of the Macao Special Administrative Region shall obtain the right to use the said land and sea areas through a lease agreement, with the lease term commencing on the date of transfer of jurisdiction and expiring on December 19, 2049. Upon expiration, the lease may be renewed subject to a decision by the Standing Committee of the National People's Congress.
