The Agricultural and Rural Affairs Committee of the National People's Congress (NPC) convened a symposium in Nanjing, the capital of East China's Jiangsu province, on April 10 and 11 to discuss amendments to the Agricultural Law.
Shohrat Zakir, vice-chairman of the NPC Standing Committee, addressed the meeting.
Noting the Agricultural Law's role as the fundamental law in the field of agriculture and rural areas, he emphasized that efforts should be made to effectively carry out the amendment to it to lay a solid legal foundation for accelerating the building of a nation with a strong agriculture.
He pointed out that legislative work in the field of agriculture and rural areas is crucial to the construction of a nation with a strong agriculture and all-round rural vitalization, which is essential for building a solid foundation for the country’s development, ensuring stability, and delivering long-term benefits.

He underlined the necessity to plan the legislation on agricultural and rural affairs from the perspective of the overall development of the Communist Party of China (CPC) and the country, carry out related legislative work in line with the decisions and plans of the CPC Central Committee regarding agricultural and rural work, and ensure that the legislative work maintains the correct political orientation.
He also called for giving full play to the leading role of the NPC in the field, stressing the important need for both major and comprehensive laws and flexible laws targeting specific issues within a streamlined legislative process.
The advantages of the special committee of the NPC in talent pool, knowledge intensity and strong expertise should be fully utilized to enhance the legitimacy, rationality and scientific nature of the design of agricultural and rural legislative systems, thereby better promoting the modernization of agriculture and rural areas, he said.
Legislative work should be effectively combined with supervisory work to ensure steady and high-quality development of the legislative work in agriculture and rural areas.
