China to enhance integration of planning, systematic layout of reforms

China will introduce a series of measures to better coordinate economic reforms between the macro and micro levels, said an official on Friday.

Mu Hong, deputy director in charge of routine work of the Office of the Central Committee for Deepening Overall Reform, said China's economic reforms will emphasize systematic integration that strengthens the overall planning and systematic layout of reforms. The country will introduce a series of measures to ensure the reforms are more focused, coordinated, and efficient.

Mu made the remarks at a news conference convened to discuss the differences between overall positive macroeconomic indicators and the lagging micro-level perceptions at the just concluded third plenary session of the 20th Central Committee of the Communist Party of China.

In terms of how to better coordinate reforms, Mu said urgent efforts will be made to detail and categorize the major reform measures. This includes scientifically formulating reform task lists, roadmaps, and timelines, and reasonably prioritizing and sequencing the reforms to ensure a well-paced implementation.

Mu said efforts will also be made on clarifying the division of reform tasks, identifying responsible entities, and coordinating units to ensure that each party fulfills its role while supporting the overall objectives. This coordination aims to achieve seamless integration across various levels and sectors, creating a unified force. A strong coordination and promotion mechanism will be established to handle complex reforms involving intricate interests, with increased supervision and effectiveness to ensure thorough implementation.

Moreover, efforts will be made to promote the integration of top-down design and grassroots innovation. This strategy encourages local governments to innovate boldly within the framework of established reform principles and safety boundaries. This involves adapting reforms to local conditions and respecting creativity of local governments and residents, thereby promoting the replication and enhancement of successful experiences, Mu said.
