Digital empowerment initiatives in smart public service scenarios should be incorporated into the evaluation framework for the Digital China development indicators and into the assessment system for basic public service capacity. Greater efforts are needed to cultivate interdisciplinary professionals by supporting universities and vocational institutions in establishing relevant majors and training programs. Telecommunications companies and research institutes should also be encouraged to form technical service teams dedicated to smart public service applications, providing guidance and training at the grassroots level to strengthen the digital service capabilities of frontline personnel.

The recommendations for the 15th Five-Year Plan propose elevating master craftsmen and highly skilled professionals to the status of national strategic talent. This signifies that the contributions of skilled workers are being recognized at the highest strategic level. Bottlenecks in career advancement should be further addressed to expand their development pathways. Skilled professionals should be given greater opportunities to enter the ranks of recognized experts and take on management roles, ensuring they receive income and social recognition commensurate with their contributions.
